NOTICE OF INITIATION OF AN INVESTIGATION INTO THE ALLEGED DUMPING OF FLAT-ROLLED PRODUCTS OF IRON OR NON-ALLOY AND OF OTHER ALLOY STEEL (EXCLUDING STAINLESS STEEL), WHETHER OR NOT IN COILS, WITH A WIDTH OF 600 MM OR MORE (INCLUDING CUT-TO-LENGTH PRODUCTS), COLD-ROLLED (COLD-REDUCED), NOT CLAD, PLATED, OR COATED, AND EXCLUDING GRAIN-ORIENTED SILICON ELECTRICAL STEEL, (CLASSIFIABLE UNDER TARIFF SUB-HEADINGS 7209.16, 7209.17, 7209.18 AND 7225.50) ORIGINATING IN OR IMPORTED FROM THE PEOPLE’S REPUBLIC OF CHINA (PRC).
Dear Steel Industry employer
On 10 July 2026, the Department of Trade, Industry and Competition (dtic) published a notice regarding an investigation of flat-rolled products of iron or non-alloy steel and cold-rolled steel originating in or being imported from China that are being dumped on the Southern African Customs Union market (SACU) in the Government Gazette for public comment.
The International Trade Administration Commission (ITAC) initiated this anti-dumping duty – as well as a safeguard duty investigation into cold-rolled steel, after ArcelorMittal applied to ITAC for a 119% anti-dumping duty on this product and an additional safeguard duty of 40% for imports from the rest of the world.
Currently, there is a 10% duty on cold-rolled steel applicable to imports from countries with which South Africa does not have a trade agreement. Should these new duties be approved, collectively, imports from China will carry a total duty of 169%, and at least 40% from other countries.
Affected employers within the import and export industry and any other representative associations who have not yet received the application and relevant questionnaire from the Commission are requested to obtain same from the investigating officer Mr. Edwin Mkwanazi at emkwanazi@itac.org.za or Mr. Neo Motshoane at nmotshoane@itac.org.za
