STEEL INDUSTRY: Price Preference System (PPS): Exportation of Scrap: ITAC invites Public Comment.

Dear Steel Industry employer

On 31 October 2025, the Department of Trade, Industry and Competition (dtic) published new and revised Guidelines on the Price Preference System (PPS) on scrap in the Government Gazette for public comment.

These newly proposed Guidelines on PPS have been described by scrap recycling organisations as “a betrayal of fair trade and economic justice”.

Affected employers in this industry are requested to submit their comments on the guidelines to Dudu Mogale, Manager: Import and Export Control at dmogale@itac.org.za by no later than 14 November 2025.
