Proposed amendments to the Electricity Regulation Act.

The Department of Mineral Resources and Energy (DMRE) has published proposed amendments to Schedule 2 of the Electricity Regulation Act for public comment. The amendments propose that the threshold, above which a license for embedded self-generation of electricity is required, should be increased from the current 1MW to 10 MW’s.

Although this is viewed as a step in the right direction, NEASA argues that the threshold should be increased to at least 50MW and that other regulatory requirements should be overhauled in the process.
NEASA’s submission also includes the following topics:
- – clarification of the intentions of Government;
- – the wheeling of power across both Eskom and municipal networks;
- – trading of electricity;
- – the increasing role of energy storage systems;
- – simplification of NERSA registration processes;
- – simplification of NERSA licensing processes; and
- – clarity of definitions.
