MOVEMENT OF GOODS ACROSS BORDERS CLARIFIED

Dear employer

The recent amendments to the lockdown regulations, in relation to the movement of non-essential goods across borders, have seemingly caused some confusion among essential services employers.

The amendments led some employers to believe that non-essential goods may now be delivered to its consignee.

The South African Revenue Service has now issued an explanatory note indicating that the purpose of the amendment was to clear up the backlog at borders and ports, in order to deliver essential goods faster.

However, non-essential goods may not be delivered to its consignee during the lockdown period but must be kept at its intended warehouse or other storage facility and any contravention thereof constitutes a contravention of the regulations, with the accompanying sanctions.
